Now sure how you track the leveling process, might be based on YOUR level and if so than the level range on the weapon is a guide. If you don't do it with the first reforge I think you'll have to wait til the next time you've leveled it up enough to do the reforge. It looks like if you do slot a low one by mistake, all you have to do is drag the higher level one over to it for it to take effect when you grab a tracery from your inventory the appropriate box will 'sparkle' in the panel that you opened up by dragging your weapon to the flame icon.
